FY 2008 Grant Guidance
The FY 2008 Homeland Security Grant Program (HSGP) will continue to integrate the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), the Law Enforcement Terrorism Prevention Program (LETPP), the Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP).
HSGP, with its emphasis on National Preparedness Goal and National Priorities, focus expenditures on building capabilities. This common planning framework and the tools that support it, allows the Nation to define target levels of performance and measure progress made toward achieving them. In addition, the Department of Homeland Security (DHS) adoption of a risk- and needs-based approach to allocating funding for certain programs within HSGP. The aim is to allocate and apply these resources to generate the highest return on investment and as a result strengthen national preparedness in the most effective and efficient manner.

Capability Review and Enhancement Plan
The Program and Capability Review is intended to help States align their homeland security programs with the National Preparedness Goal and guidance, the seven National Priorities, the eight priority target capabilities, and ensure programs are organized and managed in support of the National Preparedness Goad. Further, the review enables States to identify program and capability strengths and weaknesses across their homeland security program through a qualitative analytical process.
The FY 2008 program and capabilities tool is now available. Log In and Password have been provided to County and State Agencies Point of Contact. The FY 2008 program and capabilities review input should also be included in the State Preparedness Report.

"HSPD-8 outlines requirements for NATIONAL PREPAREDNESS. Not Disaster Preparedness, Emergency Preparedness, or Terrorism Preparedness rather All-Hazards Preparedness. We need to reorient our preparedness programs within DHS and at the local, State, Federal, and NATIONAL level. To do that, we need a national all-hazards preparedness strategy. Its time to take the All-Hazards approach to the next level. HSPD-8 calls for a coordinated and integrated approach to all-hazard preparedness across all levels of government. It requires the establishment of a national all-hazards preparedness goal that sets the standards for preparedness across all mission areas and a minimum acceptable level of capabilities to respond in case of emergency. To reach that goal, HSPD-8 calls for establishing mechanism[s] for improved delivery of Federal preparedness assistance and actions to strengthen preparedness capabilities of Federal State and local entities."
