Training for hazardous materials response in containment, confinement, decontamination, first responder and incident command. Instruction emphasizes protecting people, property and the environment. Hazardous Materials, Inland SAR, & Field Exercise Design Training

Hazardous Materials Technician Refresher
This course satisfies the yearly recertification requirements for Hazardous Materials Technicians in accordance with 29CFR1910.120(q)(8)(i). The target audience are personnel assigned to respond to hazardous materials incidents. Please contact SCD for information.

Hazardous Materials Techician Chemistry
This 80-hour course is conducted in two consecutive weeks and meets the requirements of 29CFR1910.120(q)(6)(iii)(I).The target audience are Public Safety personnel who are or will be assigned as primary responders to hazardous materials incidents. Please contact SCD for information.

Hazardous Materials Technician Tactics
Prerequisite - Hazardous Materials Technician Chemistry
This 80-hour course is conducted in two consecutive weeks and meets the requirements of 29CFR1910.120(q)(6)(iii)(A-H). The target audience are Public Safety personnel who are or will be assigned as primary responders to hazardous materials incidents. Please contact SCD for information.


WMD Awareness Level Courses

WMD Radiological/Nuclear Awareness
The course is provided by the Hawaii Department of Health, Noise, Radiation, and Indoor Air Quality Branch. See course description. 2005 Course dates: May 26, June 30, and August 25. The course is also offered by individual agencies. Conact SCD or your agency training officer.

Incident Response to Terrorist Bombings-Awareness
This course will be hosted by the State Sheriff.  Please contact SCD for details.

National Incident Management System (NIMS)
Basic NIMS training can be taken online at: NIMS. Agencies can facilitate their own training under the guidance of the Department of Homeland Security.


WMD Operations Level Courses

Emergency Medical Services Operations and Planning for WMD PER-211
This course will be scheduled when requested by a host agency. This three-day course will prepare intermediate and advanced EMS personnel for with triage and treatment of WMD patients. Students will demonstrate triage, mass decontamination, treatement, and stabilization. Housing may be availible for neighbor island responders at a nominal cost. Contact SCD for further details.

Emergency Response to Domestic Biological Incidents PER-220
Emergency Response to Domestic Biological Incidents will be scheduled when requested by a host agency. If interested, contact SCD.

Public Works: Preparing for & Responding to Terrorism/WMD
This course will be scheduled when requested by a host agency. Prerequisites of Basic Incident Command System and Terrorism Awareness will be offerred to those interested in Public Works Class. For interested in course or for more information, call SCD.

WMD: Defensive Operations for Emergency Responders
This course will be scheduled when an agency has agreed to host the course. This 3-day course includes use of Level B personal protective equipment. Contact SCD for course description.


WMD TCH Level Courses

Incident Response to Terrorist Bombings (IRTB)
Incident Response to Terrorist Bombings (IRTB) is a four day train-the-trainer course.  Students are expected to teach the Performance Level course to their agency upon completion of the course. All course, travel, and lodging costs for state and local personnel will be covered by the Energetic Materials Research & Testing Center (EMRTC). Private sector and federal employees are responsible for all costs.

WMD Hazardous Materials Technician – PER-261

The WMD Hazardous Materials Technician course is a three-day training course providing responders with an overview of international and domestic terrorist threats; seminars in chemical, biological, radiological, and explosive hazards that may be used as WMD; and hands-on practical exercises utilizing the responder’s knowledge and skills in identifying, detecting, categorizing, and neutralizing hazardous substances  All travel, lodging, and course expenses for State and Local responders will be covered by the Center For Domestic Preparedness (CDP).

WMD Radiological/Nuclear Course for HazMat Technicians – PER-241

This four-day course prepares the hazardous materials technician to respond to an incident involving a radiological or nuclear weapon of mass destruction (WMD), such as a Radiological Dispersal Device (RDD, “Dirty Bomb”) or an Improvised Nuclear Device (IND).  All travel, lodging, and course expenses for State and Local responders will be covered by the Counter Terrorism Operations Support (CTOS).
