National Incident Management System
The National Incident Management System unifies Federal, State and local government response procedures for terrorist incidents and other man-made or natural hazards and disasters. NIMS is based on Incident Command and Unified Command procedures and relationships. The adoption of NIMS will result in a greater margin of safety for residents and visitors in the State of Hawaii during emergencies.
NIMS Compliance Activities
For FY 2007, which started on October 1, 2006, all federal preparedness funding will be conditioned upon full compliance with the NIMS. By completing the FY 2005 activities as well as the FY 2006 activities oulined in this matrix, the state will have achieved what is considered to be full NIMS implementation by FY 2007.

In federal Fiscal Year 2006, the state and jurisdictions have been required to complete several activities to comply with the NIMS. Compliance details are available in the documents below. These documents describe the actions that the state must take by the end of federal FY 2006 (September 2006) to be compliant with NIMS. These implementation requirements are in addition to the FY 2005 NIMS requirements.

FY 2005 Certification
- Incorporate NIMS into existing training programs and exercises
- Ensure that federal preparedness funding supports state, local and tribal NIMS implementation
- Incorporate NIMS into Emergency Operations Center Plans
- Promote intra-Interstate mutual aid agreements
- Coordinate and provide NIMS technical assistance to local entities

NIMS Training
The NIMS Integration Center is coordinating the development of a National Standard Curriculum for NIMS, which will be built around available federal training opportunities and course offerings that support NIMS implementation. Initially, the curriculum will be made up of NIMS awareness training and training to support the Incident Command System, (ICS). Eventually it will expand to include all NIMS training requirements including training established to meet national credentialing standards.
IS-100 Introduction to Incident Command System, I-100 (EMI Online Training Course)
ICS 100, Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS).
IS-200 ICS for Single Resources and Initial Action Incidents (EMI Online Training Course)
ICS 200 is designed to enable personnel to operate efficiently during an incident or event within the Incident Command System (ICS). ICS-200 provides training on and resources for personnel who are likely to assume a supervisory position within the ICS.
IS-700 National Incident Management System (NIMS), An Introduction (EMI Online Training Course)
This course introduces NIMS and takes approximately three hours to complete. It explains the purpose, principles, key components and benefits of NIMS. The course also contains "Planning Activity" screens giving you an opportunity to complete some planning tasks during this course. The planning activity screens are printable so that you can use them after you complete the course.
IS-800.A National Response Plan (NRP), An Introduction (EMI Online Training Course)
The National Response Plan, or NRP, describes how the Federal Government will work in concert with State, local, and tribal governments and the private sector to respond to disasters.
NIMCAST stands for National Incident Management System Capability Assessment Support Tool. The NIMCAST is a web-based self-assessment tool designed to aid state, local, and tribal organizations and jurisdictions in determining their capabilities and compliance against the requirements established in the recently released National Incident Management System (NIMS)
What NIMCAST does
The NIMCAST is designed for incident and resource managers as a comprehensive self-assessment support tool. The NIMCAST allows users to assess the current status/level of their respective jurisdiction's or organization's incident preparedness against the requirements outlined in the NIMS. Using the NIMCAST as a method of identifying weaknesses in incident preparedness will assist incident and resource managers to become compliant with NIMS by FY 2006, as required by the NIMS. As a self-assessment support tool, the NIMCAST not only aids users to become compliant with the NIMS, but also supports incident and resource managers seeking to enhance and maximize the effectiveness of their incident preparedness as a central point for identifying and acquiring resources.
How NIMCAST is Assembled
The NIMCAST is a compilation of statements based directly upon requirements found in the NIMS. All questions are in a "Yes/No" format. Each Chapter of NIMS is broken down by sections that include compliance requirements. The language found in NIMS that outlines the requirement(s) accompanies each question in the NIMCAST. Some questions include information providing help or clarification for answering the particular question.
Other National Incident Management System (NIMS) Information
EMI replaced its Incident Command System (ICS) curricula with courses that meet the requirements specified in the National Incident Management System (NIMS). EMI developed the new courses collaboratively with the National Wildfire Coordinating Group (NWCG), the United States Fire Administration and the United States Department of Agriculture.
Effective January 1, 2006, EMI will discontinue support for:

Below are the new NIMS compliant courses follow NIMS guidelines:
IS 100 (ICS 100) is available as an on-line or classroom delivered course. This course is currently available in Law Enforcement and Public Works specific versions, other discipline specific versions become available later.
IS 200 (ICS 200) is available as on on-line or classroom delivered course. Discipline specific courses will be added later.
G 300 (ICS 300) is available as a non-resident course.
G 400 (ICS 400) is available as a non-resident course.
G 194 ICS for Public Officials is being revised to be NIMS compliant.
G 191 ICS/EOC Interface is being revised to be NIMS compliant.
